Behind the music industry, there's another industry of sorts, the world of government funding with its role in the production and dissemination of music. As the industry continues to decline with the loss of the physical market, public monies have become increasingly important to artists' careers, festivals and national pavilions. Export offices are becoming versions of A&R, putting forward artists that are best for the national brand. Yet, as funding develops and increases, so do the ways in which it is organised from one country to another, producing a diverging field of funding systems across the globe.
